Man facing 32 charges held on $40,000 bail

A Watertown man is facing 32 felony and misdemeanor charges following investigations by the Jefferson County Sheriff's Department and state police.

Douglas J. Smith Jr., 25, of 646 Mill St., an ex-convict, is being held in the Metro-Jefferson Public Safety Building with bail set at $40,000 by LeRay Town Justice John W. Hallett. He awaits grand jury action.

The sheriff's department charged him Oct. 29 with second-degree forgery, second-degree identity theft, fourth-degree criminal possession of stolen property, attempted second-degree identity theft and attempted second-degree forgery.

He was charged Monday by state police with second-degree identity theft, fourth-degree criminal possession of stolen property, two counts of first-degree scheme to defraud and 23 counts of petit larceny.

Watertown police additionally cited him Monday with a violation, second-degree harassment.

In the sheriff's cases, he is accused of making purchases totaling $644 on Oct. 8 at Wal-Mart, Route 11, using a credit card belonging to Kimberly A. Crowner, Antwerp, according to documents filed in town of LeRay Court.

The state police investigations involve a number of incidents:

■ His alleged use of a debit card belonging to Danielle R. Crowner, 23, Antwerp, on Sept. 18 at the same Wal-Mart store, running up charges of about $600.

■ Multiple thefts of merchandise totaling $4,218.37 in value from Target, outer Arsenal Street.

■ Thefts totaling $321.10 in value from Wal-Mart, outer Arsenal Street.

■ Multiple thefts totaling $6,603.05 in value from Wal-Mart, Route 11.

City police cited the harassment count on a report by Andrea L. Ebdon, 23, Watertown, that he struck her in the mouth Sept. 12 at 146 Central St., cutting her lip.

Mr. Smith was released from prison in July 2007 after serving a sentence given him in 2004 in Jefferson County Court for third-degree burglary.

Two other people are also charged in the state police investigations:

■ Danielle Crowner faces two counts of first-degree scheme to defraud, felonies and eight counts of petit larceny in alleged thefts totaling $3,119.67 in value at Target and $1,450.32 in merchandise at Wal-Mart, Route 11.

■ Jessica N. Tompkins, 31, Dexter, is cited with second-degree criminal use of drug paraphernalia, unlawful possession of marijuana and two counts of seventh-degree criminal possession of a controlled substance, alleged to have occurred in the town of Pamelia.
