Evans Mills man faces third DWI charge

The following people are charged with driving while intoxicated and related offenses:

■ Justin E. Rankin, 22, of 26620 Boyer Circle, Evans Mills, was charged by Jefferson County sheriff's deputies with felony aggravated DWI and having inadequate lights at 2 a.m. Thursday on Eastern Boulevard in Watertown. The arrest was his third DWI count in eight months.

He had a breath test reading of 0.22 percent blood alcohol content, according to the sheriff's office. A BAC of 0.08 percent or more is considered proof of intoxication under state law. Aggravated DWI is charged when the BAC is 0.18 percent or more.

Mr. Rankin was convicted of DWI following an arrest Oct. 4 by Watertown police. He also is facing a felony DWI count lodged by state police March 28 in the town of Ellisburg. He was released on $1,000 bail, set by town of Watertown Justice James P. McClusky.

■ Nakesha L. Jackson, 34, Racine, Wis., had two children ages 4 and 2, riding with her when Watertown police halted her vehicle about 10:30 p.m. Thursday in the 400 block of Washington Street. She faces additional charges of endangering the welfare of a child, failure to obey a traffic control device and driving without a license. She tested at 0.15 percent, police said.

■ Kevin J. Siver, 22, of 114 General Clark Drive, Sackets Harbor, also is cited with driving at a speed not reasonable or prudent and unlawful possession of marijuana by the Jefferson County Sheriff's Department following an accident at his home at 3 a.m. Friday. He registered 0.13 percent on the breath test, according to the sheriff's office. Deputies said he was westbound when he swerved to avoid a deer, and his vehicle struck a concrete footer, a cable and then a car parked in his driveway, registered to Mary A. Siver-Walters.

■ Stephen P. Gauthier, 18, of 423 Seward St., Watertown, arrested by state police at 2:40 p.m. Thursday on Bolton Road in the town of Ellisburg. He tested at 0.11 percent, police said.

■ Randy D. Brennan, 42, Route 11, Sandy Creek, was arrested at 12:01 a.m. Friday by state police on North Main Street in Sandy Creek. His test reading was 0.11 percent, police said.

■ Justin L. Wood, 25, of 421 Pawling St., Watertown, also faces charges of consuming an alcoholic beverage in a vehicle and having inadequate exhaust as a result of his arrest by Watertown police at 12:05 a.m. Friday in the 700 block of Bradley Street. Police listed his test reading as 0.15 percent.

■ Bruce W. Warren Jr., 24, Fort Drum, was arrested by Watertown police at 12:35 a.m. Friday in the 500 block of State Street, where he also was cited with driving an unregistered vehicle and inadequate lights. His test result was 0.13 percent, police said.

■ Nicholas P. McGrath, 29, of 5426 Bostwick St., Lowville, was stopped by Lewis County sheriff's deputies after a passing motorist reported an erratic driver along Route 12D in the town of Leyden. He additionally was charged with failure to keep right. His BAC was 0.12 percent, deputies said.
