Stream assesses damage by rain

ROOF LEAK: JCIDA OKs masonry contract for repair of wall on Arsenal Street building

The Arsenal Street site of Stream Global Services has an unknown amount of damage after a recent violent rainstorm.

Donald C. Alexander, chief executive officer of the Jefferson County Industrial Development Agency, said Thursday morning that more than a foot of water accumulated on the roof of the call center's building at 146 Arsenal St. Some of the water seeped down between the exterior wall and stucco facade.

"It caused significant damage," Mr. Alexander told the JCIDA board. "We want to get that repaired as soon as possible because it poses a threat for those on the Arsenal Street sidewalk."

He said engineers from Aubertine & Currier, Watertown, looked at the wall and said it would get worse quickly if not repaired. The JCIDA solicited emergency bids to repair the wall.

Rusty Johnson Masonry Inc., LaFargeville, submitted a bid at $42 per hour plus $38 per hour for a painter and materials. The reason for the bid by hourly rate is because the stucco must be stripped to see the extent of the damage, Mr. Alexander said.

"I would like to get the insurance company to look at it," board member John Doldo Jr. said. "I would certainly urge not to give an open-ended bid."

JCIDA holds a $412,000 capital reserve for the building, funding by Stream. Mr. Alexander said Stream's insurance provider had been told of the damage.

Mr. Doldo also suggested the roof be checked for safety and proper drainage.

"It may need some additional measures to relieve that kind of downpour if it should happen again," he said.

The board awarded the contract to the masonry company, with the stipulation that the insurer and Stream remain informed and a part of the decision-making process.

In other business, the JCIDA board approved:

■ A $40,000 microenterprise loan for Depauville Village Market for working capital as the market, 32630 Route 12, Depauville, plans to expand its deli and add soft-serve ice cream.

■ A six-month moratorium for Sackets Harbor Trading Co. on the remaining $27,405 of its $40,000 microenterprise loan from 2005. The company, which sold specialty local foods, closed.

■ A write-off of the $32,122 remaining from a $40,000 loan to Casa de Pizza in the town of Champion. The JCIDA has filed a judgment and Casa de Pizza's owner has filed for chapter 13 bankruptcy.

■ A write-off of the $14,700 remaining on a loan to Premium Goat Milk Products, which made goat milk soap.
