City man faces felony, misdemeanor DWI

The following are charged with driving while intoxicated and related offenses:

■ Kevin M. Atkins, 46, of 660 Factory St., Watertown, is charged with felony aggravated unlicensed operation and misdemeanor DWI following his arrest by Watertown police at 9:15 p.m. Monday in a parking lot in the 900 block of Arsenal Street. He had a breath test reading of 0.14 percent blood alcohol content, police said. Under state law, 0.08 percent BAC is the threshold for intoxication.

The felony count stems from his license being revoked for his refusal to take a breath test when arrested by Carthage police in September 2006 on a DWI charge, police said.

■ Nathaniel I. Parish, 27, Adams Center, was charged by Jefferson County sheriff's deputies with aggravated DWI at 11:55 p.m. Sunday on Route 11 in the town of Adams, where he initially was cited with speeding at 57 mph in a 35-mph zone. Deputies said he registered 0.30 percent blood alcohol content. Readings of 0.18 percent or higher constitute aggravated DWI.

■ Matthew Nortz, 22, Glendale, was arrested by Lowville police early Tuesday on a charge of aggravated DWI at the Fastrac store. Police said he tested at 0.21 percent BAC.

■ Anthony M. Louise, 62, of 302 Keyes Ave., Watertown, was arrested by city police at 9:35 p.m. Monday in the 600 block of Huntington Street, and also is cited with a stop sign infraction and unlawful possession of marijuana. He tested at 0.13 percent BAC, police said.

■ Christopher P. Whalen, 37, Westport, was arrested by state police at 11:15 p.m. Monday at routes 3 and 180 in the town of Hounsfield. His test result was 0.12 percent BAC, police said.

■ Immanuel McNally, 21, Port Leyden, was arrested by state police at 11 p.m. Monday on Route 28 in the town of Forestport, Oneida County. He tested at 0.13 percent BAC, police said.

■ Donald J. O'Shaughnessy, 62, Liberty Street, West Carthage, faces additional charges of failure to keep right and a seat belt infraction as a result of his arrest by Carthage police the night of June 12 on Riverside Drive. He had a test reading of 0.14 percent BAC, police said.

■ Lonnie L. Woods, 54, of 135 Buckwheat St., Moira, also was charged Monday with speeding when he was stopped on Route 11 in the town of Lawrence, state police said. He registered a 0.08 percent BAC, troopers said.

■ Shelly A. LaRock, 25, of 106 W. Lynde St., Watertown, faces charges of aggravated DWI and failure to notify the Department of Motor Vehicles about a change of address as a result of her arrest by city police at 3:50 a.m. Monday in the 500 block of Mill Street. Police listed her breath test reading as 0.21 percent blood alcohol content.

■ Jessica L. Martin, 21, County Route 47, Potsdam, was charged Sunday with aggravated DWI and failure to keep right after she almost hit a police car on Back Hannawa Road, St. Lawrence County sheriff's deputies said. She registered a 0.19 percent BAC, they said.

■ Leslye A. Young, 39, of 845 Starbuck Ave., Apt., 1402, Watertown, was charged by Jefferson County sheriff's deputies at 3:23 a.m. Sunday on Route 283 in the town of LeRay. She also was cited with failing to dim headlights. Ms. Young had a BAC of 0.15 percent, deputies said.

■ Brian M. Arbuckle, 23, Fort Drum, was charged by state police at 8:50 p.m. Saturday. Troopers cited him with speeding at 52 mph in a 35-mph zone when he was stopped on Route 37 in Redwood. He registered a BAC of 0.09 percent, troopers said.

■ Timothy M. Fleury, 47, of 127 Buck St., Madrid, also was charged Saturday with failure to keep right and consuming alcohol in a car when he was stopped on Route 345 in Waddington, state police said. His BAC was 0.17 percent, troopers said.

Arrested for driving while ability impaired:

■ Clifford M. Haggett, 55, of 50 Talcott St., was charged Monday by Massena village police with driving while ability impaired by alcohol after he was found speeding on East Orvis Street. Mr. Haggett was issued an appearance ticket returnable to village court at a later date.
