At what point does inaction by the Senate rise to the point of an impeachable offense on the part of all senators. A headline in the July 6, Watertown Times read "Program lapse apt to cost millions."

The writer states in the article, "Power for Jobs' 570 customers statewide will pay an estimated $10 million more for electricity every month because squabbling senators allowed the program to lapse."

Randall B. Wolken, president of the Manufacturers Association of Central New York, was quoted as saying, "We do expect job layoffs and possibly plant closings."

What other programs will lapse and how will that effect our state economy and the functioning of our institutions in delivering vital services to the citizens of New York? At what point will the Senate's action rise to the level of impeachable offense? It already has.
