Police cite 9 drivers with alcohol counts

The following were charged with driving while intoxicated and related offenses:

■ Ralph A. Monroe, 20, Fisher Street, Canton, was charged by state police at 1:25 a.m. Saturday at his residence. Police were waiting to pick Mr. Monroe up on a warrant for failing to answer traffic tickets when he drove up to his house and had a blood alcohol content of 0.15 percent BAC, police said. State law says a BAC of 0.08 percent or more constitutes intoxication.

Mr. Monroe also was charged with failure to provide the Department of Motor Vehicles with an address change and failure to change the address on his registration.

■ Jack M. Ingram, 52, Brooklyn, also was charged by state police with speeding at 4:05 p.m. Friday on Route 12 in the town of Hammond. He allegedly had a BAC of 0.15 percent. Mr. Ingram was arraigned in Morristown Town Court and sent to St. Lawrence County jail, Canton, on $1,000 bail.

■ Corey J. Printup, 29, of 2 East Ave., Massena, also was charged by Massena police with making an unsafe start and driving without a license at 2:48 a.m. Saturday in the village. He allegedly refused to take a Breathalyzer test. Mr. Printup was arraigned in Massena Town Court and sent to St. Lawrence County jail on $2,500 bail.

■ John E. Hurlbut, 44, Chase Mills, was charged by state police with aggravated DWI, failure to keep right and consuming alcohol in a motor vehicle at 1:43 a.m. Saturday on Route 37 in Waddington. His BAC was not available, but an aggravated DWI charge requires a BAC level of 0.18 percent or higher.

■ Kevin N. Anderson, 46, of 801 Burchard St., Watertown, was charged by Watertown police with felony DWI, first-degree aggravated unlicensed operation of a motor vehicle and not wearing a seat belt at 3:51 a.m. Saturday in the 300 block of High Street. He allegedly had a BAC of 0.12 percent. The felony charge stemmed from a prior DWI conviction within the past 10 years.

■ Donna L. Beutel, 42, of 137 Duffy St., Watertown, also was charged by Watertown police with failure to keep right at 2:45 a.m. Saturday on Black River Parkway Drive. She allegedly had a BAC of 0.11 percent.

■ Connie S. Durgan, 46, Watertown, also was charged by state police with having an inadequate plate lamp and a seat-belt violation at 12:20 a.m. Saturday on Route 342 in the town of Pamelia.

Two motorists also were charged with driving while ability impaired by alcohol:

■ Harry J. LaBarge, 45, of 181 Buffham Road, Madrid, on Friday night also was charged by state police with first-degree aggravated unlicensed operation of a motor vehicle, driving an unlicensed, unregistered and uninspected vehicle and having improper plates after he attempted to avoid a seat-belt enforcement check on Route 11 in Potsdam. He was arraigned in Madrid Town Court and sent to St. Lawrence County jail without bail.

■ William B. Babcock, 25, Natural Bridge, was charged by state police at 12:26 a.m. Saturday on North Shore Road in the town of Diana.
