Police: man took $11,000
for work he never started
RUSSELL — A Massena man is accused of taking $11,000 from a family for construction work he never started.
Jacob A. Runions, 29, of 9 Somerset Ave., was charged Tuesday with two counts of third-degree grand larceny, St. Lawrence County sheriff's detectives said.
Mr. Runions, who uses the business name Simply Concrete, was given payments of $6,000 and $5,000 to pour a basement and build an addition over the summer. Detectives said more victims have come forward.
He was arraigned in Edwards Town Court and sent to St. Lawrence County jail, Canton, on $15,000 bail or $30,000 bond. The investigation is continuing and more charges are pending.

Woman halted at border
as fugitive from Missouri
MASSENA — A Missouri woman is being held in St. Lawrence County jail, Canton, without bail because she is wanted on a warrant from that state, according to state police. She is accused of failing to appear in Pemiscot County Court on a charge of felony fraud/insufficient funds check.
Linda K. Teeter, 53, Wappapello, Mo., was arrested Tuesday as a fugitive from justice. She was stopped at the Massena port of entry. She was arraigned in Waddington Town Court and sent to jail to await extradition proceedings in St. Lawrence County Court, Canton.
Canton teenager accused
of breaking into tavern
HANNAWA FALLS — A 16-year-old boy is accused of breaking into the former Turnpike Tavern on County Route 24 in the town of Pierrepont.
Albert E. Bevins, of 4219 County Route 27, Canton, was charged Wednesday with third-degree criminal trespassing, St. Lawrence County sheriff's deputies said. No damage or missing items were reported.
He was issued an appearance ticket for Oct. 21 in Pierrepont Town Court.
Four teens hurt in crash
treated at SMC, released
The four teenagers injured Tuesday afternoon in a two-car collision in the town of Ellisburg were treated at Samaritan Medical Center and released.
Jefferson County sheriff's deputies identified the four as Joshua K. Young, 17, of 7570 County Route 78, Henderson, who was examined for possible internal injuries; his passenger, Brian E. Noecker, 17, with a head cut; Elizabeth M. Jones, 17, of 10613 South Landing Road, Ellisburg, with neck pains, and her passenger, Timothy M. Forrester, 17, with a leg cut.
Mr. Young was cited with failure to yield right of way. Deputies said he pulled away from a stop sign, going north on County Route 78, and went into the path of the Jones auto, which was westbound on Route 79.
Glen Park man indicted
in grocery store burglary
A Glen Park man has been indicted on a charge that he broke into a town of Rutland grocery store in early 2008.
Joseph F. Wilcox, 23, of 23960 White Road, faces counts of third-degree burglary, third-degree criminal mischief, fifth-degree criminal possession of stolen property and petit larceny. The charges were contained in a grand jury indictment unsealed Wednesday in Jefferson County Court.
It is alleged that on Feb. 27, 2008, he entered O'Donnell's Market, 30121 Route 3, Black River, with the intent to commit a crime. It is further alleged that he caused more than $250 in damage to a window at the market and stole merchandise.
He pleaded not guilty to the charges at arraignment and was sent to the Metro-Jefferson Public Safety Building on $10,000 bail.
Man allegedly threatened
housemate with a spear
Anthony W. Hallenbeck, 34, of 21900 County Route 47, Lot 7, town of Champion, was jailed Wednesday morning after being arrested on his second menacing charge in three months.
He was being held in the Metro-Jefferson Public Safety Building, with bail set at $750 by Rutland Town Justice Thomas E. Eddy.
Jefferson County sheriff's deputies charged him with second-degree menacing on allegations that he threatened Kenneth Travis, 20, with a homemade spear about 1 a.m. Wednesday in the home they share.
He was charged with menacing in June for allegedly holding a chain to a woman's throat. That case is pending in Pamelia Town Court.
Watertown man charged
with child endangerment
Jesse L. Jennings, 43, of 652 Bronson St., Apt. 3, was charged early Wednesday by Watertown police with endangering the welfare of a child, and is summoned to appear in City Court.
Police said that during a domestic fight shortly before 1 a.m. Wednesday, he shoved his wife, knocking her to the floor, in the presence of their 3-year-old son.
Police say man trespassed
at his former apartment
Daniel M. Spencer, 40, of 148 Duffy St., faces prosecution in town of Brownville Court on a charge of second-degree criminal trespass, lodged Tuesday by state police.
Mr. Spencer is accused of entering without permission his former apartment at 102 Main St., Glen Park, on Sept. 23 to take some of his belongings that he had left behind, police said.
