Watertown woman accused of aggravated DWI, infraction

Several people are charged with driving while intoxicated, while others face counts of either driving while under the influence of drugs or driving while ability is impaired by the use of alcohol.

■ Ashley S. Pecori, 22, 23117 County Route 11, was arrested by Watertown police at 11:58 p.m. Friday in the 100 block of North Pleasant Street and was charged with aggravated DWI and a red light infraction. She registered a blood alcohol content of 0.21 percent, police said. The charge becomes aggravated DWI when a BAC is 0.18 percent or above.

■ Christopher A. Baxter, 19, Greig, is charged with DWI, seventh-degree criminal possession of a controlled substance, morphine, and unlawful possession of marijuana.

State police arrested him after he was involved in an accident at about 10:35 p.m. Friday on Jackson II Road in the town of Champion.

He was treated at Carthage Area Hospital for complaints of pain, and blood was drawn for determination of alcohol content, police said.

■ Michael J. Belcher, 22, Dexter, also was given a blood test after he was injured early Sunday morning when he lost control of an all-terrain vehicle and struck guard rails off Middle Road in the town of Brownville.

He was treated at Samaritan Medical Center for hip and leg cuts, and was additionally charged with driving at a speed not reasonable or prudent and operating an unregistered vehicle.

■ Phillip T. Dishaw, 39, Winthrop, was charged Tuesday by state police, and also is cited with second-degree aggravated unlicensed operation of a vehicle and speeding on Desmond Road in the town of Stockholm.

He registered 0.17 percent BAC, police said. A BAC of 0.08 percent is the state standard for intoxication.

■ Jesse R. Galusha, 22, Mandan, N.D., was arrested by Watertown police at 2:33 a.m. Saturday at 128 S. Meadow St. Police said he refused to take a breath alcohol test but was visibly intoxicated following a motor vehicle accident at that location. Mr. Galusha also was charged with speeding, failing to keep right and driving without a license. He was arraigned at 11 a.m. Saturday before Town of Watertown Judge James P. McClusky and released on $200 cash bail.

■ Andrew C. Wehrle, 20, of 211 S. Pleasant St., Apt. 3, Watertown, was arrested by Watertown police at 3:20 a.m. Saturday in the at 600 block of South Hamilton Street. His blood alcohol content was 0.12 percent, police said. He also was charged with failure to signal and third-degree aggravated unlicensed operation.

He was released by Town of Watertown Justice James P. McClusky on $250 bail.

■ Tina M. Belair, 42, 705 Starbuck Ave., Watertown, was arrested by Watertown police at 12:22 a.m. Saturday at her home. Her blood alcohol content was 0.15 percent, police said.

She also was charged with leaving the scene of an accident. Police said Ms. Belair was turning from Huntington Street onto Pearl Street about 11:47 p.m. Friday when she hit a car belonging to Ralph E. Lowry, who was stopped at a red light.

Police said Ms. Belair then left the scene and was found parked in her driveway.

■ Francis P. Cannon, 50, Arlington, Va., was arrested by Jefferson County Sheriff's deputies at 2:49 p.m. Saturday. His blood alcohol content was 0.08 percent, police said. He also was charged with moving from a lane unsafely. Police said he was northbound on Route 11 in the town of Pamelia when he veered off the roadway.

■ Robert J. Beach, 35, 115 Casey St., Watertown, was arrested by Jefferson County Sheriff's deputies at 9:26 p.m. Saturday at in the 500 block of West Main Street. Police said he refused a breath test but was visibly intoxicated.

He also was charged with failing to keep right, failure to use the designated lane, a seat belt infraction and failure to comply with a lawful order. He was followed from the Bradley Street exit of Interstate 81, police said.

■ Janell J. Emerson, 31, 26344 Mountain Lane, Evans Mills, was arrested by Watertown police at 12:36 a.m. Sunday in Public Square. Her BAC was listed as 0.08 percent. She also was charged with passing through a red light and failure to use headlights. She was turned over to military custody.

■ James M. Houghmaster, 62, of 556 Coffeen St., Watertown, faces additional charges of talking on a mobile phone while driving and refusal to take a breath test. Watertown police arrested him at 1 a.m. Thursday in the 1000 block of Coffeen Street.

■ Mark J. Aubertine, 30, of 214 Dodge Ave., Sackets Harbor, who also is cited with failure to keep right, was arrested by Jefferson County sheriff's deputies at 1:15 a.m. Thursday on Old Rome State Road in the town of Hounsfield, where he was uninjured after flipping his vehicle. He tested at 0.15 percent, according to the sheriff's office.

■ Samuel J. Snyder, 28, Massena, was additionally charged Thursday with felony aggravated unlicensed operation and failure to keep right when stopped on Hall Road in the town of Massena, state police said. He registered a 0.10 percent BAC, police said.

■ Michael D. Deshane, 46, Massena, was charged Tuesday with DWI and driving while ability impaired by drugs, both felonies, when stopped on Route 11 in the town of Potsdam, state police said. His BAC wasn't available.

■ Matthew S. Owens, 22, Beaver Dams, is charged with driving while under the influence of drugs and following too closely as the result of his arrest Friday evening by state police on Route 37 in the town of Theresa. Police alleged that he had smoked marijuana, and then swallowed what he had left when a trooper halted his vehicle.

■ Joshua E. Bonno, 23, of 407 Irish Settlement Road, Colton, was charged Sunday with driving while ability impaired by the use of alcohol when stopped on Route 56 in the town of Colton, St. Lawrence County sheriff's deputies said. His BAC was 0.07 percent, they said.
