Daniel E. Skamperle and R. Storm Cilley are headed to the city council, but who will join them to fill out the three available seats may not be settled for a while.
Mr. Skamperle, who was on the Democratic and Conservative lines, received the most votes with 1,590 followed by 1,372 received by Mr. Cilley, a Republican.
Michael D. Morley, who is seeking his third term on the city council, received 1,117 votes, followed by Republican Robert G. Flavin who earned 1,077 votes. That 40-vote gap could be closed once outstanding absentee ballots are counted.
