In keeping with the unpredictable nature of the race for New York's 23rd Congressional District, the outcome remained in doubt late Tuesday night.

Incomplete returns had Democrat William L. Owens leading Conservative Douglas L. Hoffman in what had been a three-way race until Republican Assemblywoman Dierdre K. Scozzafava withdrew from the campaign in a shocking announcement Saturday. Mr. Owens appeared to benefit from Assemblywoman Scozzafava's endorsement in the heavily Republican district.

Adding to the uncertainty were the more than 10,000 absentee ballots sent out.

Preliminary results reflect how torn this district had become in a campaign that lost direction. The off-year election unfortunately was turned into a bellwether of national politics, a measure of national opinion on the Obama administration.

Talk-show hosts, columnists and political pundits from across the country weighed in. Campaign cash, volunteers, endorsements and appearances by major political figures in both parties with little knowledge of this region diverted attention from the issues that matter most to Northern New Yorkers.

Regardless of who wins the office, he will have to remember his first obligation is to the people of this district. He will have to turn his attention back home to the bread-and-butter issues that affect the everyday lives of his constituents, who have placed their trust in him to represent them in Congress.

Our representatives in Congress have always heeded the concerns of the district's residents. That must continue with our next congressman.
