Man accused of kicking
police officer in the leg
Ramsey K. Towles, 19, was arrested late Tuesday night after he fought with police officers in the 200 block of State Street, according to Watertown police.
The arrest was his second in a week.
Charged with false personation, harassment and resisting arrest, he was released on $250 bail following arraignment Wednesday in City Court.
Police were sent to check on the welfare of a man who was down on the sidewalk. He identified himself as Gus Webster, and kicked Officer Shane M. Ryan in the leg, police said.
As officers attempted to handcuff him, he cushioned his arms beneath his body, police said.
State troopers arrested him on Oct. 27 on a criminal mischief charge.
Woman tells city police
she was robbed in JCC lot
A 19-year-old woman told city police Tuesday night that she was robbed in the parking lot at Jefferson Community College, but then declined to seek an arrest, according to the police department.
The woman, not identified, reported that she was walking past a silver-colored four-door car while holding cash in her hand at about 7:30 p.m., and a man in the auto grabbed her hand to snatch the money, police said.
She was apparently dragged a short distance before she lost her grip of the "small amount" of money, police said.
The man was described as a white Hispanic, and he had two women with him in the car, police said.
The alleged victim, who called police about 10 minutes after the incident, provided no other details, police said.
Second suspect arrested
over assault in Lowville
LOWVILLE — A second person was arrested Wednesday in connection with an alleged Oct. 10 assault on Rice Road in the town of Lowville.
Lewis County sheriff's deputies charged Alex Widrick, 19, Croghan, with second-degree assault and fifth-degree conspiracy for allegedly assaulting Jordan Hurley, 22, Lowville, with two other men. He was arraigned in Lowville Town Court and sent to Lewis County jail on $2,500 bail to await possible grand jury action.
Merle R. Whipple IV, 21, Route 26, Martinsburg, was arrested Tuesday on the same charges.
The investigation is continuing, with more arrests expected, deputies said.
New Jersey man charged
with child endangerment
PULASKI — A fisherman from New Jersey was arrested Tuesday on allegations that he made "inappropriate" comments Monday evening to a 14-year-old girl he met here, according to state police.
Christopher J. Cremer, 35, Bayonne, N.J., is charged with endangering the welfare of a child.
He was released on $1,900 bail following arraignment, and is due to return to Village Court for prosecution.
Police said the girl was able to provide a partial license plate number of the stranger's vehicle, and troopers were able to locate the suspect Tuesday morning at a local motel.

LOWVILLE — Village police on Monday charged Ryan C. Ouellette, 24, Lowville, with first-degree unlawfully dealing with a child.
Mr. Ouellette allegedly bought beer for a 19-year-old in the village. He is to appear in Village Court.
Winthrop man accused
of head-butting girlfriend
WINTHROP — Marcus A. Shatraw, 19, of 415 Buckton Road, was charged Monday with child endangerment and second-degree harassment for reportedly head-butting and pulling his girlfriend's hair during a fight while she was holding their 8-week-old daughter, state police said. Troopers declined to reveal the woman's name.
He was arraigned in Norfolk Town Court and released to probation supervision. He is to appear Nov. 14 in Stockholm Town Court.
Man charged with hitting
his wife, possessing rifle
POTSDAM — A Sissonville Road man is accused of hitting his wife Tuesday during an argument.
David J. Hayes, 52, of 591 Sissonville Road, was charged with criminal possession of a weapon and second-degree harassment, St. Lawrence County sheriff's deputies said.
Mr. Hayes is a convicted felon and had a .22-caliber rifle in the home. He was arraigned in Canton Town Court and released to probation supervision.
A protection order for his wife was issued.
Police say woman broke
window at mobile home
A woman was accused Tuesday night of smashing a window in a mobile home at Sandy Pines Trailer Park, Route 3 in the town of Rutland.
Stacy S. Keith, 35, lot 25, is charged with fourth-degree criminal mischief over damage caused Monday night at the residence of Crystal N. Schneider, lot 1, according to the Jefferson County Sheriff's Department.
She was released without bail by Rutland Town Justice Thomas E. Eddy.
Watertown man accused
of failing to pay for gas
A man is summoned to City Court after being accused of driving away from Stewart's Shop, 229 N. Massey St., on Halloween night without paying $43 for the gasoline he pumped, according to Watertown police.
Rashad L. Wilson, 22, of 1203 Faichney Drive, Apt. 8, was charged Tuesday night with petit larceny.

Richard D. Wagar, 29, of 126 Winslow St., was charged with fourth-degree criminal mischief Tuesday night by city police.
He is due to appear in City Court to answer an allegation that he punched and broke a window the night of Oct. 23 at Northern Health Care Linen Service, 135 Union St., according to police.

Judy A. Jackson, 52, of 130 Court St., Apt. 704, faces prosecution in City Court on a charge of fourth-degree criminal possession of a weapon.
Watertown police allege that on the night of Oct. 28 she possessed in her apartment a revolver for which she has no gun permit.
Port Leyden man cited
with issuing a bad check
PORT LEYDEN — Joseph C. Dalpe, 52, of 3109 East Road, was charged by state police Monday with issuing a bad check, and is ordered to appear in town of Leyden Court.
He is accused of bouncing a $100 check at Lock 96 convenience store, police said.
