The Brownville idea to charge $25 a year for the previously free dump pass is not going to deter abuse. The people who are now bringing trash from businesses, for other people or selling their pass will now feel justified in doing so. I expect many of the abusers will simply make the trip more often.
The $50,000 the town makes from this will go to cleaning up the roadsides, because even more folks will litter instead of buying a pass. Every spring we see how many do that now.
The way to handle this should be to charge the offenders and enforce the rules, not charge all of us.
