Police: man ran under moving railroad car

CARTHAGE — Jefferson County sheriff's deputies say a man "ran under" a moving railroad car and lived to talk about it.

If Ramsey K. Towles, 19, of 29790 Route 3, Black River, is talking about it, he is doing so in jail.

Mr. Towles was discovered by a railroad employee hitching a ride on a freight train that was proceeding along North Mechanic Street about noon Tuesday, a deputy said. When he was discovered, he jumped from the train, and during a foot chase, he "ran under" a moving car, the deputy reported.

No better explanation of that report could be obtained Friday from the sheriff's office.

The train was forced to stop, blocking traffic on State Street. Mr. Towles was apprehended on Alexandria Street and was arrested on a felony charge under railroad statutes, unlawful interference with a train. He also is cited with trespassing.

He remained Friday in the Metro-Jefferson Public Safety Building jail, Watertown, with bail set at $2,500 by town of Watertown Justice Andrew N. Capone.

The arrest is his third since Oct. 27, when state police charged him with criminal mischief. On Nov. 3, Watertown police cited him with false personation, harassment and resisting arrest.
