Grand jury indicts four in drug bust

CANTON — A St. Lawrence County grand jury has indicted four people arrested in a May 28 drug raid in the city of Ogdensburg.

Delmar M. Smithers,64, andChristine L. Dobbs,35, both of 715 Albany Ave., Ogdensburg,Dwayne R. Bent,28, of 1945 McGraw Ave., Bronx, andManuel G. Gandia,25, Travelodge, Watertown, were indicted Tuesday on two counts of third-degree criminal possession of a controlled substance, one count of fourth-degree criminal possession of a controlled substance, three counts of fourth-degree conspiracy and endangering the welfare of a child.

The Ogdensburg City Police's narcotics enforcement unit executed a search warrant at the Albany Street residence where it found cocaine, heroin and various pharmaceutical drugs.

According to court documents, cutting agents, packing materials and U.S. currency identified as marked buy money used to make an undercover purchase of cocaine also were found at the Smithers residence.

In other grand jury action:

Jacob A. Runions,29, of 9 Somerset Ave., Massena, was indicted on two counts of third-degree grand larceny. It is alleged Mr. Runions stole $5,000 from Deborah Bishop for work and materials to install a cellar at 23 Grandy Road, and $6,000 from Kim Farrow, on behalf of Deborah and Winfred Bishop, for work and materials to install a cellar and complete an addition at the Grandy Road residence. The work was never performed for either construction job, court documents said.

Stewart C. Legnard,46, Massena, was indicted on a charge of first-degree rape. The alleged rape took place Oct. 28, 2007, in the town of Massena and involved a 36-year-old woman.

Ronald J. Dancause,42, of 1920 County Route 27, Russell, was indicted on a charge of third-degree arson and two counts of criminal possession of a weapon. He also was accused of making a punishable false written statement.

Court documents said Mr. Dancause intentionally damaged a garage at 1920 County Route 27, town of Russell, by throwing a pipe bomb into the garage on Aug. 22. It also is alleged that the pipe bomb was hidden in a camper at the same address and that Mr. Dancause provided and signed a supporting deposition containing false statements by telling police someone else did it.

Michael D. Shaw II,28, of 801 Morris St., Apt. A, Ogdensburg, was indicted on a charge of second-degree course of sexual conduct against a child and six counts of first-degree sexual abuse. It is alleged between July 2007 and August 2008 in the city of Ogdensburg, he touched the private area of a young girl.

Tony J. Hilton,19, no known address, was indicted on charges of third-degree grand larceny and third-degree burglary. He is accused of unlawfully entering Julie's Computers in the village of Gouverneur on Sept. 22 and stealing $6,529.40 in merchandise.
