Man faces forgery charge,

failure to register address

MANNSVILLE — Terry T. Gagnon, 25, of 410 Main St., was arrested Monday by the Jefferson County Sheriff's Department on charges of second-degree criminal possession of a forged instrument and failure to notify the state's sexual offender registry of his change in address.

He was released without bail in town of Watertown Court to await prosecution.

Deputies allege that on Oct. 7 he presented a vehicle title application containing a forged signature in the name of Andrew S. Payne at the Department of Motor Vehicles, Watertown.

He additionally is accused of failing to make notification in April that he had moved from a Dexter address to 4571 Route 12E, Cape Vincent, where he resided until October, according to the sheriff's office.

The state's sex offender registry lists him as a Level 2 offender owing to his conviction in 2005 in Ontario County for second-degree patronizing a prostitute. The registry specifies that his crime involved girls ages 12 and 13. He was sentenced to three years in prison and was discharged in April 2008, according to the state Department of Correctional Services Web site.

West Carthage teen jailed

following domestic fight

WEST CARTHAGE — A 17-year-old youth was jailed early Tuesday following his second arrest in about three months in connection with domestic fights.

In both incidents, Randy L. Simmons, 35353 Jackson II Road, was intoxicated, according to police agencies. He was being held in the Metro-Jefferson Public Safety Building, Watertown, with bail set at $200 by Champion Town Justice Dennis G. Quinn.

State police charged the youth at 4:35 a.m. Tuesday with third-degree menacing, resisting arrest and underage possession of an alcoholic beverage. Troopers were called to his home after he became involved in a fight with Stephen Sova, 30, same address, against whom he made a death threat, police said.

On Sept. 5, Jefferson County sheriff's deputies charged him with disorderly conduct, harassment and resisting arrest. On that occasion, he had a fight with his mother and brother and attempted to tackle a deputy sheriff, according to the sheriff's office.

Watertown police on Sunday charged Kenneth F. Mallette Jr., 41, of 816 Earl St., with second-degree criminal contempt.

Mr. Mallette on Saturday night allegedly left a message on the cell phone of Barbara A. Mallette, violating an order of protection issued on her behalf. He is to appear in City Court.

Mr. Mallette in May was released on parole supervision after serving 21/2 years in state prison on a third-degree burglary conviction in Jefferson County Court. That charge stemmed from the theft of numerous items, including a washer and dryer, from the Best Western Carriage House Inn, 300 Washington St.

Teen accused of attacking

boy, 12, on school bus

CARTHAGE — A Fort Drum teenager is facing allegations that he attacked a 12-year-old boy on a Carthage Central School bus and threatened to kill the youth, according to state police.

Brandon E. Cumberbatch, 16, is summoned to town of LeRay Court to face charges of harassment and endangering the welfare of a child.

Police alleged that on the morning of Nov. 4 he pushed the juvenile up against a window in the bus and choked him.

Three people face charges

of shoplifting at Walmart

Three people were charged with petit larceny Sunday in connection with two alleged shoplifting incidents at Walmart Super Center, outer Arsenal Street, according to state police.

Pamela D. Dalton, 43, of 419 Clay St., was accused about 3:40 p.m. of stealing multiple items from the store, police said. The value of the merchandise was not disclosed.

About two hours later, Jerry M. Brown, 24, of 154 Woodruff St., and Michelle R. Bushman, 19, Theresa, were cited after they together had items worth about $126 that had been stolen, police alleged.

The cases are returnable to town of Watertown Court.

$670 purchase to another

BLACK RIVER — David W. Smith, 40, of 107 W. Remington St., is jailed under $15,000 bail for allegedly charging to another person's account his $670 purchase of materials at Route 37 Lumber, Redwood, according to state police.

Pamelia Town Justice Richard C. Baker committed him to the Metro-Jefferson Public Safety Building, Watertown, where he awaits grand jury action on a charge of second-degree forgery. He signed a charge slip that billed the purchases to Andre Toutant Jr., Waddingham Road, Evans Mills, police said.

Police say motorist had

marijuana, set of scales

While conducting a traffic check Monday afternoon on Plaza Drive in the town of Pamelia for seat belt compliance, state troopers alleged finding a motorist possessing a set of scales and a small quantity of marijuana.

Kevin G. Johnson, 25, of 164 Smith St., was charged with second-degree criminal use of drug paraphernalia and unlawful possession of marijuana.

He was released without bail by Pamelia Town Justice Richard C. Baker to await prosecution.

Man accused of throwing

bottle at motel manager

A resident of Relax Inn, 19325 Route 11, town of Watertown, was arrested Sunday night after he threw a liquor bottle at a truck belonging to motel management, according to state police.

Isaac E. Oliver, 60, was charged with second-degree menacing and third-degree criminal mischief. He was arraigned in town of Watertown Court and was sent to the Metro-Jefferson Public Safety Building, with bail set at $1,000.

Police say man stole, sold

grandmother's antiques

COLTON — A 24-year-old man is accused of stealing antiques from his grandmother and selling them.

Justin C. Scovil, of 20 No. 9 Road, South Colton, was charged Sunday with third-degree grand larceny, St. Lawrence County sheriff's deputies said. The antiques belonging to Helen Baker were sold to an area dealer, with most of them being recovered.

He was arraigned in Town Court and sent to St. Lawrence County jail, Canton, on $1,500 bail.

Watertown man faces

charge of trespassing

TURIN — A Watertown man was charged Sunday by state police in an alleged trespass incident in the town of West Turin.

Brandon R. Dicesare, 21, of 373 Flower Ave. E., is cited with harassment and second-degree criminal trespass in connection with a disturbance Saturday morning at the Jody Garrett residence, Swackhammer Road, police said.
