Raise money with fee on vending machines

We just returned from a trip to Maryland. They have a license system there for vending machines. We must have 2 million of those things in New York.

Just think what $25 apiece would bring in and the lower and middle class would not get hurt a bit. I am sure the vendors would scream and holler and raise their prices a bit, but they would survive.
