The following were charged with driving while intoxicated and related offenses:
■ Monique N. Gagner, 24, Massena, also was charged by state police with failure to keep right at 1:20 a.m. Sunday on Route 56 in the town of Potsdam. Her blood alcohol content was listed as 0.16 percent. State law establishes 0.08 percent BAC as the threshold for intoxication.
■ Julie J. Sippell, 54, of 15950 County Route 3, also was charged with felony aggravated unlicensed operation, a stop sign infraction and driving an uninspected vehicle. State police stopped her at 5:50 p.m. Wednesday on County Route 3 in Clayton. She tested at 0.13 percent BAC, police said.
■ Richard W. Phelps, 54, of 331 High St., Apt. A, also was charged by Watertown police shortly after 8 p.m. Tuesday on High Street with making an improper turn. Police listed his blood alcohol content as 0.10 percent.
Charged with driving while ability impaired by drugs:
■ Jamie S. Robinson, 32, Canton, also was charged with crossing hazard markings. Jefferson County sheriff's deputies arrested him shortly before 10 p.m. Tuesday on Route 11 in the town of Philadelphia.
■ Andrew P. Gilbert, 43, Ogdensburg, was charged by state police at 6:10 p.m. Thursday on Lovejoy Road in the town of Oswegatchie.
