Troopers charge brothers

with growing marijuana

CLAYTON — When state troopers responded to a fight between brothers Sunday morning, officers said they found marijuana plants growing in a garage at the scene.

Chet A. Ottman, 22, of 34068 Route 12, where the incident occurred, and Matthew W., 20, of 30712 Route 26, Theresa, both were cited, in addition to other charges, with unlawfully growing marijuana without a license.

Matthew Ottman also faces charges of fourth-degree criminal possession of a weapon and resisting arrest. Having been sentenced in October to a one-year conditional discharge on fifth-degree criminal possession of stolen property, he was being held Monday in the Metro-Jefferson Public Safety Building, Watertown. Clayton Town Justice Clarence F. Giles Jr. set bail at $5,000.

Chet Ottman was released on $1,000 bail. He additionally is charged with felony criminal mischief and harassment.

Police say city man had

marijuana at jail building

A man who was jailed Monday on a rape charge was found possessing four marijuana cigarettes while being booked into the Metro-Jefferson Public Safety Building, according to the Jefferson County Sheriff's Department.

Eddie Liriano, 22, of 232 W. Main St., Apt. 12B, now faces added charges of second-degree promoting prison contraband and unlawful possession of marijuana. He is being held under $5,000 bail, set by Watertown City Judge James C. Harberson.

His charge of third-degree rape involves a 16-year-old girl, Watertown police allege.

Police halt parolee's car,

find hypodermic needles

A defective license plate lamp prompted Jefferson County sheriff's deputies to halt a car early Wednesday and discover that the driver, a recent parolee, possessed two hypodermic needles and syringes.

Douglas J. Smith Jr., 26, of 107 W. Lynde St., earlier this year had completed a three-month drug rehabilitation program conducted by the state Department of Correctional Services. By attending the program, he avoided serving a prison term of three to six years for criminal possession of stolen property and petit larceny.

He is being held without bail in the Metro-Jefferson Public Safety Building, charged with violating parole, criminal possession of a hypodermic instrument, third-degree aggravated unlicensed operation and having no license plate lamp.

Teen accused of violating

mother's protection order

A 16-year-old city girl was arrested by Watertown police Monday evening on a charge of felony criminal contempt.

Maria L. McConnell, 297 Walker Ave., Apt. C, additionally is cited with harassment.

Police said she is accused of violating an order of protection about 6:35 p.m. Monday when she pushed her mother, Toni Jo McConnell, and spat in her face.

In September, she was cited with fourth-degree criminal mischief on her mother's complaint.

Man accused of sending

porn to teen's cell phone

CANTON — A 33-year-old man is accused of sending sexually explicit photos to a 14-year-old girl's cell phone.

Ross A. Wilson, of 81 Cowan Road, was charged Tuesday with second-degree disseminating indecent materials to a minor, a felony, and child endangerment, St. Lawrence County sheriff's deputies said.

He was arraigned in Potsdam Town Court and released on his own recognizance. A protection order was issued for the girl.

Two men, woman cited

in series of burglaries

PULASKI — Two men and a woman are facing charges in connection with home burglaries that occurred in mid-November in the towns of Sandy Creek and Richland, according to state police.

Ryan J. Miele, 23, Pulaski, and Jerome M. Ashby, 24, Syracuse, are being held in Oswego County Jail, Oswego, on charges of second-degree burglary, fourth-degree criminal possession of stolen property and fourth-degree criminal possession of a controlled substance, cocaine. Bail is fixed at $10,000 for Mr. Miele and $5,000 for Mr. Ashby.

A Syracuse woman, Jessica M. Smith, 20, is facing a charge of fourth-degree criminal possession of stolen property.

Police said television sets, PlayStations, other electronic equipment and jewelry were stolen in the burglaries and have been recovered. The investigation is continuing, police said.

Two drivers are charged

over use of alcohol

Two people were charged in separate incidents involving alcohol and driving.

Charles N. Anderson, 42, of 2470 Gerald Ave., Calcium, was charged by Watertown police at 12:05 a.m. Saturday in the 1300 block of State Street. He tested at 0.11 percent blood alchol content, police said. State law establishes 0.08 as the threshold for DWI.

Robert F. Seigel, 21, Shenendoah, Pa., is cited with driving while ability is impaired by the use of alcohol, failure to keep right and crossing hazard markings. Jefferson County sheriff's deputies arrested him at 11:45 p.m. Tuesday on Route 11 in the town of LeRay. His test reading was 0.07 percent, according to the sheriff's office.

Police say man urinated

in front of Ramada Inn

A Philadelphia man is jailed because, despite repeated warnings by police officers, he urinated near the front door of Ramada Inn shortly before 8 p.m. Monday, according to the Jefferson County Sheriff's Department.

Rome L. Johnson, 33, of 610 Philadelphia Courts, had been ordered out of the hotel's lobby area and wanted to go back inside to use the men's room, a deputy reported. Being denied re-entry, he relieved himself in the presence of a deputy and a state trooper, the deputy alleged.

Charged with indecent exposure, he was placed in the Metro-Jefferson Public Safety Building under $200 bail, set by town of Watertown Justice James P. McClusky. He remained jailed Wednesday afternoon.

Hunter from Black River

faces trespassing charge

A Black River man is summoned to town of Alexandria Court because he hunted on private property without permission, according to the Jefferson County Sheriff's Department.

Malcolm D. Campbell, 63, of 103 Beaumont Ave., was charged Monday with third-degree criminal trespass. The incident occurred the afternoon of Nov. 29 on land off County Route 3 in the town of Alexandria, owned by Richard A. Carta, Liverpool, according to the sheriff's office.

Man awaits extradition

to face charges in Maine

A Watertown man is jailed without bail awaiting extradition to Maine.

Cameron R. Chretien, 25, of 923 State St., was arrested by Watertown police Tuesday afternoon on a charge of being a fugitive from justice. He is a prisoner in the Metro-Jefferson Public Safety Building pending extradition proceedings in Jefferson County Court.

Police said he is wanted on assault and robbery charges in Androscoggin County, Maine.
