Area police agencies report recent drunken-driving charges

The following people were charged with driving while intoxicated and related offenses:

■ Thomas I. Smith, 38, Brushton, also was charged by state police with driving without a license at 2:10 a.m. Sunday on Route 11B in the town of Malone. His blood-alcohol content was 0.14 percent, police said. Under state law, the threshold for DWI is 0.08 percent BAC.

■ Amanda M. Flanagan, 27, Canton, also was charged by state police with having an open container at 3:45 a.m. Sunday on Route 68 in the town of Oswegatchie. Her BAC was 0.08 percent, police said.

■ Elizabeth D. Clark, 26, of 26788 Shepard St., Evans Mills, was charged by Watertown police with aggravated DWI at 1:07 a.m. Sunday in the 900 block of Mill Street.

Her BAC was 0.22 percent, which exceeds the state's 0.18 percent threshold for aggravated DWI.

She also was charged with driving without a license, unsafe passing and failure to keep right.

■ Patrick W. Laidlaw, 33, Philadelphia, was stopped by state police at 4:40 p.m. Saturday on Antwerp Street in the town of Philadelphia.

His BAC was not available Sunday night.

■ Justin J. Dwyer, 25, Theresa, was stopped by state police at 12:15 a.m. Sunday on Main Street in the village of Philadelphia and charged with aggravated DWI. His BAC was not available Sunday night.
