Stance makes no sense

Someone please help me understand. The Jefferson County Board of Legislators says no to offshore windmills in Jefferson County because they will hurt tourism and have a detrimental effect on property values.
So the answer is to allow them onshore even closer to the tourists and the properties whose value they will negatively impact? Wow!
