Police: Constable woman

imperiled child in stroller

CONSTABLE — A woman was accused Saturday of attempting to knock over her baby's stroller while the child was in it in front of state police.

Troopers in Malone said Kassy M. Russell, 21, of 256 Taylor Road, was charged with endangering the welfare of a child and resisting arrest.

State police said they responded to a report of an out-of-control 21-year-old at her residence and found Ms. Russell in an irritated state. Troopers said that as they interviewed another person at the home, she began moving her child's stroller in a violent manner, and officers had to catch it before she knocked it over. State police said Ms. Russell was swearing and yelling when they placed her under arrest.

She was arraigned in Town Court and sent to Franklin County jail, Malone, on $2,500 bail or $5,000 bond.

Canton man charged

with stalking woman

MASSENA — A Canton man was arrested Saturday for allegedly stalking a woman over the past three months.

James L. Bessy, 47, of 872 Route 68, was charged with fourth-degree stalking, state police said. Mr. Bessy is accused of subjecting Christy A. Warriner, of 40 Beach St., to unwanted contact several times since January. Troopers allege that despite being told not to, Mr. Bessy appeared at her home, her job and other locations where she was, and called her several times.

He was arraigned in Town Court and released to probation supervision. Troopers said the court issued a no-contact order of protection.

City man is charged with

stealing teen's skateboard

Watertown police have charged Robert J. Mallette, 20, of 675 Bronson St., with petit larceny and endangering the welfare of a child.

On Saturday, he allegedly sicced his dog on an unidentified 14-year-old boy and then stole the teenager's skateboard. Officers arrested Mr. Mallette at 2:33 p.m. Saturday at 240 Moulton St., where they issued him a ticket to appear in City Court.

Potsdam police probing

breaking of car window

POTSDAM — Village police want the public's help finding the person who broke the back window of a car parked on Elm Street on Friday night.

Police said the back window of a dark-colored, two-door Toyota sedan parked near the intersection of Elm and Cedar streets was broken between 8:45 p.m. and 9:16 p.m. A broken beer bottle was found in the car.

Anyone with information is asked to call village police at 265-2121.

Man accused of spitting

tobacco juice at another

A Watertown man is being charged with second-degree harassment after he allegedly spat tobacco juice in the face of another man.

City police allege that Maynard W. Stowell, 24, of 232 W. Main St., Apt. 53, leaned out his apartment window March 11 and spat at Garrett Kline, 644 Huntington St., Apt. 3, striking him in the face. Mr. Stowell was arrested by police at 3:31 p.m. Friday in his apartment building. He is to appear in City Court.
