WADDINGTON — The Town Council tentatively has accepted two bids to rehabilitate the Waddington Hepburn Library totaling $268,998.

The bids must be approved by the U.S. Department of Agriculture's Rural Development Agency, which is partially financing the project, before they can be accepted officially.

Bids accepted by the board Monday were $245,900 by Con Tech, Gouverneur, for general construction $23,098 by Empire Northeast, Gouverneur, for electrical work.

Project engineer Thomas A. Owny of Burley-Guminiack & Associates, an engineering firm in Canton, said he expects the USDA to approve the bids next week.

The project will be funded by a $161,450 state library system grant and a $100,00 rural development grant. The remainder, along with engineering, attorney and grant writing fees, will be funded through a 15-year rural development loan for $116,390 with an interest rate of 4.125 percent.
