Debt collector charged over military harassment

State Attorney General Andrew M. Cuomo filed felony charges against the owner of a debt collection company that targeted military personnel and harassed active service members and their families.

Stephanie Lowinger, Buffalo, owner of Neimen, Rona & Associates, now known as Gordon, Cappolli & Associates, is charged with first-degree scheme to defraud. The office also filed a civil lawsuit to shut down her operation and secure restitution and penalties.
