Here's what's on deck in Northern New York today.

Feds:

John McHugh, the Army secretary and former NNY congressman, testifies on the proposed budget at the House Armed Services Committee at 10 a.m. Rep. Bill Owens will attend.

Leaders of the National Milk Producers Federation hold a news conference call to defend their latest proposed safety net for farmers.

Sen. Chuck Schumer holds a press conference call to call for measures to get dangerous rental cars off the road.

Ogdensburg:

The city council meets tonight at 7 p.m. to amend the 2011 budget to allow for the use of $257,678 from unexpended 2008 and 2009 Operation Stonegarden grant funds. Operation Stonegarden, a program run by the U.S. Department of Homeland Security, provides funding for localities to secure America's land borders from terrorism threats. Ogdensburg, of course, is on the St. Lawrence River, with Prescott, Ontario on the other side.

The Ogdensburg Bridge and Port Authority — my old haunts — will discuss approval of its five-year capital plan, approve debt payoff for an industrial building, and will enter an agreement with Barton and Loguidice.

South Jeff (with a dash of Watertown and Sackets):

The Hounsfield Town Council will meet Wednesday to discuss its Water District 5 project.

The council will discuss the benefits of selecting the city of Watertown or the village of Sackets Harbor as a source of water for the district.

Supervisor Timothy W. Scee said the council will address concerns and questions from residents.
