Watertown
On Thursday morning, the Watertown Local Development Corp. will discuss a planned expansion project for Whimsical Pig, a J.B. Wise Place company that specializes in military picture framing, plaques and awards and has a store on Fort Drum. The meeting starts at 8:30 a.m. and is held in its offices at 82 Public Square.
Education rally
New York State United Teachers, the Alliance for Quality Education and Citizen Action of New York will hold a rally for public education at 7 p.m. Wednesday in the Case Middle School auditorium, 1237 Washington St.

8:30 to 10 a.m. Jefferson County Job Development Corporation’s workshop on health care plan cost reduction strategies for businesses.
Sackets Harbor
Developers of Madison Barracks will present the village Planning Board with an application for its proposed project that deals with the entire scope of the project. In February, developer Corry J. Lawler presented the board with an application for a 16-lot subdivision, but the Planning Board wanted to see an application that dealt with the entire project. Mr. Lawler is expected to present information about the infrastructure, roads and apartment designs.

Army Secretary John M. McHugh returns to Capitol Hill to testify at the House Appropriations Committee, regarding the 2012 budget proposal.
Gen. David Petreaus testifies on Afghanistan war at the House Armed Services Committee. Rep. William L. Owens is a member.
