Fred Carter, the chairman of the Ogdensburg Bridge and Port Authority (full disclosure: with whom I've had many a disagreement over open meetings violations), was charged over the weekend with shooting across a highway at a fake deer.

Mr. Carter told the Times that he paid a $200 fine after he saw what he thought was a deer while he was driving down the road. One of his hunting mates got out of the car and shot at it, he said. He was charged, even though he didn't shoot, he said.
