Watertown man charged with felony failure to update sex offender registry

Registered sex offender faces two felony charges

Skelly A. Crowell, 37, Watertown, a registered sex offender, was arrested by city police Wednesday night in the 100 block of William Street on two felony counts of failing to keep his address current with officials.

A police report listed his address as 324 Academy St., although another police document alleges he has never lived there.

He was released following arraignment Thursday in City Court.

Mr. Crowell is a risk level 2 sex offender as a result of his third-degree rape conviction in July 2003 in Jefferson County Court. The case involved a 14-year-old girl. He was 28 at the time.

The state’s sex registry alleges that in October he failed to fill out and return a document to verify and update his address.
