FORT DRUM — Col. Richard Clarke, who will be promoted to brigadier general, will be officially welcomed to Fort Drum during a ceremony at 4 p.m. Tuesday at Magrath Sports Complex.

Col. Clarke will replace Brig. Gen. Jeffrey L. Bannister, who left Fort Drum last month for a new assignment within the Army’s Central Command in Tampa, Fla.
