Darrell K. Betts Jr., 39, of 497 Newell St., Apt. 106, was charged by Watertown police with third-degree falsely reporting an incident for allegedly making the false claim that there was a physical domestic incident between his neighbors early Saturday at the Newell Street apartment building.

He is to appear in Watertown City Court.
