Unstable ice keeps fishermen off Massena canal

■ MASSENA — The St. Lawrence Seaway Development Corp. said Friday that because of the possibility of unstable ice cover, ice fishermen and snowmobile and ATV operators are to refrain from using the canal between the Eisenhower and Snell locks.
