State police on Friday charged Ruth M. Scribner, 28, Sandy Creek, with two counts of third-degree identity theft.

Ms. Scribner was accused of opening accounts with National Grid and Frontier Communications using the Social Security number of her 7-year-old biological daughter, who was adopted by another couple. She is to appear in Sandy Creek Town Court.
