LOWVILLE — Village police on Sunday charged Todd M. Suiter, 22, Lowville, with second-degree harassment.

Mr. Suiter was accused of, on Feb. 2, threatening Robert Cousins, maintenance supervisor of Valley View Apartments on River Street, at the apartment complex.

He is to appear in Village Court.
