Ogdensburg to unveil conceptual plans for waterfront property


OGDENSBURG — The city’s plans for invigorating development along its waterfront will come another step closer to reality for participants at a public workshop Wednesday.

At the workshop, city planners and an outside consultant will unveil conceptual plans and schematics for three sites along the St. Lawrence and Oswegatchie rivers.

“We will be holding our second workshop with edr Companies, the consultant working on the Local Waterfront Revitalization Plan,” said Andrea L. Smith, interim city planner. “They are going to present their conceptual planned developments that they worked on from feedback from the first workshop.”

The plans focus on the marina district near the confluence of the Oswegatchie and St. Lawrence rivers, the former Diamond International and Standard Shade Roller sites off Covington Street and the Augsbury tank farm property off Riverside Drive.

“They have a fourth schematic about gateways,” Ms. Smith said. “Each of the districts does discuss critical gateways into and part of the districts.”

Gateways into the city, paths that travelers might take north from Route 37 to Ogdensburg’s waterfront, were a primary discussion topic at previous workshops.

“The plan for the marina district includes a parking facility, some green space, a park with public access along the waterfront, as well as a proposed reconfiguration of the hotel property and the adjacent properties on West River Street,” Ms. Smith said. “It will be a combination of mixed use and just separate and detached residential uses, and then some recreational spaces.”

The marina district plans integrate the Maple City Trail to create a walkable area along the Oswegatchie River.

The proposals for all three areas are for a mix of public and private developments, Ms. Smith said.

For example, in the Augsbury district, a residential neighborhood is envisioned.

“It really focuses on residential uses and cultural amenities,” Ms. Smith said. “It also features a marina — it may be public or private — and also some park space along Riverside Avenue. There is definitely a focus on creating residential lots and spaces for this district.”

At this point, she said, they are just preliminary plans.

Ms. Smith said she hopes residents will come and critique the plans.

“Towards the end of the workshop, part of it will be presentation, but there will be interaction with the community; we’ll ask for comments on the plans,” she said. “From this we’re hoping to derive the specific project list for things we want to prioritize in the city, so that is what we’re really going to be looking for with the public’s feedback.”

The workshops are part of the ongoing revisions to the city’s Local Waterfront Revitalization Plan, a set of guidelines and ordinances that sets out how the city’s expansive riverfront can be used. The plan envelops the entire city in its scope, focusing on access to the waterfront and integration between Ogdensburg’s core and property along the river. The city is operating under a waterfront plan that was drafted in 1986.

Wednesday’s workshop will be at 7 p.m. in the council chambers at City Hall, 330 Ford St.
