County planning board reviews LeRay apartment complex

Construction should start in early summer to add 39 four-bedroom town houses on 13.6 acres of property at Eagle Ridge Village, at the intersection of Route 342 and Goulds Corners Road.

It would be the fifth phase being developed by Clover Construction Co., Williamsville. The 39 units should be ready for occupancy by December.

It would go along with 648 other units already or nearly finished at the sprawling complex.

The Jefferson County Planning Board reviewed site plans for the project that includes four apartment buildings and three parking garages. It also features playgrounds, a basketball court and hiking trails.

The county Planning Department has expressed concerns over how the additional units would impact traffic along that busy section of Route 342. Planning staff has suggested that an updated traffic study be completed.

However, the LeRay Planning Board has decided a study is not needed.

Project manager Thomas R. Briggs also pointed out that traffic will again be changed once the Fort Drum overpass has been completed.

“Ninety-eight percent of our tenants are military,” he said, adding they don’t drive on Route 342 to get to work but drive to Fort Drum by using a back way.

The county’s Planning Department also had some drainage concerns, which should be handled at the town level, said Senior Planner Michael J. Bourcy.

Mr. Briggs said it would be the first set of four-bedroom units at Eagle Ridge; Fort Drum officials asked for them to be built because of demand from soldiers.

The project will be under review at the town Planning Board meeting in May. A final approval by the board could happen at a public hearing in June.

A tax abatement plan is still pending for the project.

The site plan will also include three commercial parcels of land that the developer plans to either sell or lease to businesses, Mr. Briggs said.
