An Otsego County man surrendered Monday to Watertown police to face an allegation that he threatened a city woman in a phone call.

Scott M. Fancher, 39, Richfield Springs, faces prosecution in City Court on a charge of aggravated harassment. He was released without bail following arraignment and was given an adjournment.

Police said a complaint was filed by Mary L. Kessler, 34, of 209 William St., who alleges that during a phone conversation on the afternoon of May 22, Mr. Fancher threatened to break her neck if she came to his residence to pick up their daughter.
