OGDENSBURG — Ogdensburg resident Richard D. Ward III, 54, of 815 S. Water St., was charged by village police with criminal possession of a weapon and criminal possession of a controlled substance at 8:45 p.m. Friday.

The arrest occurred when a plainclothes officer observed Mr. Ward in possession of cocaine on Mechanic Street, police said. While searching Mr. Ward, the officer discovered a disguised .22-caliber pistol, police said.
