SACKETS HARBOR A 90-unit apartment complex based at Madison Barracks has been approved conditionally by the villages Planning Board, allowing work to proceed.
The approval, which follows years of negotiations, comes with the condition that Lawler Realty LLC, which is developing the apartments, submit a subdivision bond of $350,000, guaranteeing the replacement of the second phase of Madison Barracks water line. The developer and the village also must finalize an infrastructure agreement on the complex.
The nine-building, 90-unit apartment complex will be created in three phases. Michael W. Campbell, a representative for the developer, said the first phase, the construction of two buildings, is expected to be completed by Thanksgiving.
A second phase will involve the development of three buildings, while the final four buildings will be completed in the third phase of construction.
The apartment complex sits on two parcels of 16 owned by the company and will have a separate tax identification number than the other 14 lots, which will be used for single-family housing. Development of the remaining lots still must be approved by the board.
In developing the apartment complex, Lawler Realty LLC reached a payment in lieu of taxes agreement with the village, town of Hounsfield, Sackets Harbor Central School District and the Jefferson County Board of Legislators.
