Retired Acting City Police Chief Otis N. Reff. Jr. died Monday at St. Josephs Hospital, Syracuse. He was 64.
Mr. Reff, who was with the department for 32 years, served as acting police chief for nearly a year before Joseph Goss was promoted as police chief.
Mr. Reff rose through the departments ranks and was promoted to sergeant in 1988, serving at that rank until July 1994, when he was named a lieutenant. Six years later, he became the departments captain. He took over as acting chief following the death of Chief Robert E. Piche on April 4, 2005.
The former police chief and longtime captain served during a part of Mayor Jeffrey E. Graham as tenure.
He was a dedicated cop, the mayor said. He was a straight-shooter.
