CANTON — St. Lawrence County legislators agreed Monday to ask Gov. Andrew M. Cuomo to make appointments to North Country Power Authority, which has been unable to function for lack of a quorum.

NCPA’s goal is to create a public utility for its member municipalities in St. Lawrence and Franklin counties.

“We can’t make any progress,” said Legislator Frederick H. Morrill, D-DeKalb Junction, a member of NCPA. “We believe there’s still an outstanding opportunity to save people money.”

Mr. Morrill said NCPA ran into problems because the five members who were appointed had to agree on everything to move forward.
