MASSENA — Village police charged Tyrone T. Owens, 23, of 175 E.Orvis St., with criminal obstruction of breathing and endangering the welfare of a child at 11:26 p.m. Tuesday following a domestic dispute that took place in front of a child at the residence.

He was arraigned by Village Justice Eric J. Gustafson and released pending his next court appearance.
