Mr. Jones agreed Monday to submit to the city a full site plan for use of the building a kitchen-equipped concession stand with seating. The city shut him down last week for not doing so in the first place, prompting Mr. Jones to call off his $1.2 million makeover of the hotel and close its 74-slip marina on the Oswegatchie River.

The projects are on, he said Tuesday, and the concession could be open by the end of the month.
