Charles W. Howard Jr., 45, of 332 Arsenal St., Apt. 1, was charged by Watertown police Friday morning at his residence with felony first-degree criminal contempt, disorderly conduct and resisting arrest.
Police said he violated the terms of a City Court order of protection when he played rap music at a loud volume about 8:20 a.m. to harass the protected party, neighbor Joshua L. Elliott, who lives in Apt. 4.
Mr. Howard also used physical force against a police officer while being arrested, police said.
He was being held at the Metro-Jefferson Public Safety Building pending arraignment in City Court.
