BLACK RIVER State police charged Timothy J. Phelps, 23, of 138 LeRay St., on Thursday night with second-degree assault, a Class D Felony, and endangering the welfare of a child in connection with an incident in which he allegedly shot a 15-year-old boy numerous times with a paint ball gun.
The unidentified boys mother, Sarah A. Elphinstone, 35, same address, was charged with endangering the welfare of a child. Troopers said she did not try to stop Mr. Phelps from shooting at her son.
Mr. Phelps was arraigned in LeRay Town Court and sent to the Metro-Public Safety Building on $10,000 bail pending grand jury action.
The boy, who was treated at the scene, was placed in the care of Jefferson County Child Protective Services, state police said.
