Jefferson County sheriff’s deputies alleged finding heroin residue in hypodermic instruments after halting a vehicle early Monday on Route 12F in the town of Watertown.

Cited with seventh-degree criminal possession of a controlled substance and criminal possession of a hypodermic instrument are the driver, Ashley A. Fulmer, 23, and Justin L. O’Shea, 23, both of 110 N. Indiana Ave. They are summoned to Watertown Town Court.
