A man was charged with disorderly conduct shortly after 2 a.m. Monday after city police said he stood in the middle of the road in the 500 block of Arsenal Street and shouted at officers.

Joshua R. Lewis-Quam, 20, Fort Drum, was turned over to military authorities and awaits arraignment in City Court.
