GOUVERNEUR — Jackie R. Otinger, 110 Main St., Richville, was arrested by state police at 2:30 p.m. Friday and charged with menacing and criminal possession of a weapon with intent to use.

Mr. Otinger is accused of threatening Michael Butterfield Jr. with a folding knife at 24 Birchwood Drive.

He was sent to St. Lawrence County jail, Canton, on $2,000 cash bail.
