Arthur E. Northrop, 48, of 140 High St., Apt. 7, Watertown, was charged by city police on Thursday afternoon with disorderly conduct.

City police said he caused a disturbance in the 300 block of North Massey Street by walking into oncoming traffic causing numerous vehicles to stop in the roadway to avoid hitting him.

Mr. Northrop was being held at the Metro-Jefferson Public Safety Building on $100 police bail pending arraignment in City Court.
