Watertown police charged Jessica A. Stevens, 16, a resident of the Children’s Home of Jefferson County, 1704 State St., with endangering the welfare of a child about 8 p.m. Friday at the Children’s Home.

Police said she is accused of directing a 15-year-old girl to flee the Children’s Home with her that day while ignoring orders to stop.

She was held Saturday at the Metro-Jefferson Public Safety Building on $500 bail, pending arraignment in Watertown City Court.
