Just after Republican Matt Doheny's congressional ads on Rep. Bill Owens' Obamacare votes went off the air, ads from the National Republican Congressional Committee are replacing them.

Mr. Owens, D-Plattsburgh, is assailed in the ad for voting "to keep Obama's raid on Medicare."

Here's some context about the alleged $716 billion in Medicare cuts. It's worth noting that, whether you want to call them cuts or reductions in future spending, Rep. Paul Ryan, R-Wisc., also put out a budget that kept the cuts.

(That's not to say Mr. Doheny has said he'd support the Ryan budget. He hasn't, nor has he said much else other than, Don't touch the program for current beneficiaries or those approaching retirement age.) Also, the spending reductions in Obamacare don't touch benefits for seniors. There's room for disagreement on whether that will actually hurt seniors. More on that later.

The "process" storyline is noteworthy here, too. Mr. Doheny, a Republican of Watertown, took some bad headlines recently with poll results showing him down by 13 points to Mr. Owens. But this advertisement signals that the national party isn't giving up on NY21.
