Foster K. Adams, 39, of 409 S. Massey St., Upper Apt., was charged by city police with endangering the welfare of a child Wednesday afternoon in the 900 block of Arsenal Street.

Police said he left a 3-year-old child in the back of his locked 2001 Ford Taurus for approximately 10 minutes while he shopped inside an Arsenal Street drugstore about 3:45 p.m. Wednesday.

Mr. Adams was released to military custody and issued an appearance ticket for City Court.
